山东省村级后备人才队伍建设研究

摘    要:村级后备人才断层严重影响了党的基层的执政之基,新农村建设的步伐,村民自治制度的实施。本文将从人才制度在乡村的历史性缺失阐释村级人才匮乏的复杂因素,尝试提出村级人才制度创新与后备人才保障制度。从选人、培养人、用人、考核人等制定刚性制度,保证后备人才的发展能力。

Abstract:Village class talent shortage is a common issue, calling attention over the years for years. The result is not satisfi from top to bottom; the state has been ed, the village reserve talent fault has seriously affected the basic level of the party's ruling foundation, new rural construction pace, and implementation of villager autonomy system. This article try to put forward a village personnel system innovation and talent reserve security system from the complex factors of the historic village class talent shortage in personnel system in the rural areas. From the candidates, training, using and evaluation, it makes rigid system in order to ensure the development ability of reserve talent.
