改革开放30年来贵州政府创新的经验、教训及启示

改革开放30年来,贵州在推进政府创新的过程中,党政部门大力推动发扬民主,结合本土资源优势,充分发挥离退休老干部、老领导的余热,制定合理的创新计划,取得了较大的成功。但在创新的过程中＂重口号、走捷径＂,把创新意识形态化,政策制定搞＂一刀切＂,缺乏与社会的合作,党政不分又让政府创新陷入了困境。今后,贵州政府应转变政府官员的观念、增强政府创新的意识,创造宽松的环境、鼓励地方政府主动创新,引入竞争机制、为政府创新提供动力,加强合作、提高政府创新的质量。

Experiences,Lessons and Reflections in Guizhou's Governmental Innovation in the Past Three Decades of the Reform and Open-up Policy Implementation

In the past 3 decades of the Reform and Open - up Policy implementation great progress has been made in Guizhou＇ s governmental innovation by means of democratic measures and local advantages. Nevertheless,the practice is deficient in that it is not flexible in many cases.For instance,labor division is not clear between the Chinese Communist Party Committee and the local government.This paper shows some ways for improvement.
