| 摘 要： | 我国中部地区城镇人口贫困问题在“西部大开发”热潮映衬下尤其显得突出。中部地区城镇人口贫困原因主要有权利贫困和政策的缺陷,这些贫困的成因很可能对中部经济发展、社会稳定等带来难以估量的后果。
