| 摘 要： | 虽然我国已有针对众多单一灾害的安全法规,但仍难以应对未来灾害的多元化及其开放性.鉴于我国在综合减灾管理和法律建设方面的不足,应及早开展综合减灾立法研究并制定出国家的《综合减灾法》.综合减灾立法具有告示、指引、评价、教育和强制五方面的作用,日本综合减灾立法的经验尤应借鉴.

| Abstract: | Though there exist many rules and regulations against different kinds of disasters,they aim to alleviate different disasters respectively.To decrease the loss and to protect the safety of people a composite legislation is in urgent need.Such legislation should act as notice,instruction,evaluation,education and enforcement as well.Japan's experience should be adopted. |
