广东“双转移”战略的幸福效应及其政策启示——区域经济政策效应评价的新视角

基于包容性发展观、广义福利观和全面幸福观内涵,以"发展目标应体现地方民众主观愿望"为设计理念,借鉴幸福广东指标体系,测度民众幸福指数。通过幸福指数与GDP的对比,考察民众在广东"双转移"战略实施过程中对幸福的真实感受。研究结果显示,城市间和区域间的民众幸福感差别较大,反映了心理层面区域不平衡的现实;许多事实都说明幸福感并不必然与经济发展成正比,这一认识具有现实意义。未来广东"双转移"战略应在追求全面幸福目标、推动包容性发展和构建新型政绩观等方面进行完善。

Happiness Evalu Guangdong from Liu Li, Li Tiecheng, ation and Policy Suggestions of Two-transfer Strategic Plan in a New Perspective of Regional Economic Policy Effect Evaluation

This paper has designed a new comprehensive happiness index system based on the inclusive development theory, general welfare theory and overall happiness theory. The first order indicators come from the comprehensive evaluation index system on Guangdong construction of happiness, and the weightiness of all indicators come from our happiness surveys. The design philosophy of our index system is that development goals should reflect local people＇s subjective desire. Applying this index system can know the true happiness feelings of common people, and evaluate the policy effect of ＂two-transfer＂ more fully by the comparison for happi- ness index and GDP in P.R.D region and developing area of Guangdong. The research findings show that the happiness index and GDP is imbalance between regions and cities in Guangdong from 2004 to 2010. Guangdong ＂two-transfer＂ strategic goals should be turned to pursuit of overall happiness, promoting inclusive development and building a new government norm.
