生态福利制度探索

生态福利是因居民生存和发展需要，由政府向居民提供的一种以生态利益为内容的新型社会公共福利。作为一种新的福利类型，普惠性、政府主导性、整体性和非排他性是生态福利的主要特点。随着经济增长与时代进步，生态福利已是社会生态文明发展的客观需求，并将逐渐成为其成熟标志。构建生态福利制度迫在眉睫、意义重大。中国在构建生态福利制度的过程中，应充分发挥政府主导作用，以全体居民为受益对象，满足居民日益增长的基本生态需求。

The Preliminary Research on Ecological Welfare System

Ecological welfare is a new type of social welfare which is provided by government to residents for ensuring their enjoyment of eco-interest, and meeting their fundamental eco-demand. The same with other social welfare, ecological welfare is benefited by all residents, and dominated by the government; the difference with other social welfare is in that it is integrity and non-exclusive. With the economic growing and the times going forward, ecological welfare is the objective requirement of the development of ecological civilization, and will gradually become its mature symbol. Constructing ecological welfare system appears imminent and significant. During the process of the constructing, we should let the government play the leading role for all residents in meeting their increasing basic eco-demand.
