行政学美国化:理论支点及其引发的批评与启示——为纪念伍德罗·威尔逊《行政学研究》发表120周年而作

西方行政学不等同于美国行政学,它们之间是"源"与"流"的关系。伍德罗.威尔逊最大的历史贡献就在于使行政学美国化。其理论支点之一是"政治与行政二分法"。虽然它经受了美国行政学一百多年演变的批判与挑战,公共行政存在着"管理主义"偏离"政治"和"宪政主义"走向"政治"的两种倾向,但仍然不能否定它在行政学成为相对独立学科起始点上所具有的历史地位和作用。受其启示,政治与行政的分而不离、和谐统一,应当成为行政学中国化历史过程中的理论支点。

Americanization of Public Administration Science: Theory Fulcrum, Criticisms and Enlightenments

The western public administration science is not equal to the American public administration science,the relationship between the two are "source" and "branch".Maximal historical contribution of Woodrow Wilson lies on Americanizing the public administration science.One of his theory fulcrums is Dichotomy of politics and administration.It can not be denied that it has historical role and effect when the public administration science be relatively independent,although experiencing many criticisms and challenges during American administration's one-hundred-year evolution and now there are two inclinations of managerialism deviating politics and constitutionalism trending politics in public administration.Enlightened by above,departure but not away,harmoniousness and unification of politics and administration should be the theory fulcrum of Sinicization of public administration science.
