Towards a better understanding of welfare policy development in developing nations: a case study of South Korea's pension system

Abstract:This study examines the developmental trajectory of South Korea's public pension programme from 1973 to 1999. Its theoretical aim is to use the South Korean case to verify the partial relevance of existing welfare state theories and to develop a more incorporated theoretical framework in which the evolution of welfare in nations other than affluent Western democracies can be understood. For this purpose, the South Korean case holds a unique strategic advantage as a result of the significant democratisation of the political regime that has taken place. South Korea additionally possesses several qualities usually considered critical for the development of a welfare state, such as economic development, expansion of civil society and globalisation.
