| Abstract: | Leaders play a decisive role in the political guidelines. This paper stresses that leaders at tertiary levels, taking advantages of the new times and new opportunity, should stick to correct political guidelines and improve their management abilities. Also, they are supposed to enhance their qualifications in politics, knowledge, talents, psychology and physics. |
