| 摘 要： | 西部大开发，加快民族地区经济社会的发展，是邓小平长期以来极为关心的大事。使西部地区的经济社会发展起来，逐步实现共同富裕，对增强民族团结，维护社会稳定和国家统一具有重大意义。坚持走共同富裕的道路，落实“两个大局”，先富起来的东部帮扶西部；实行经济协作，包省建设；发展乡镇企业，建设新型乡镇；大力发展教育，培养人才，是实现西部地区发展起来的重要措施。
