| 摘 要： | 为适应中西科技交流的需要,清政府不断制定政策,加强对来华科技人员的管理,在科技人员的选送程序、通信审查、身份认证、活动范围以及服务年限等方面均作出严格规定。因管理过于严苛,在一定程度上限制了西方科技人员作用的发挥,影响了中外科技交流的成效。

| Abstract: | The Qing government formulated decrees to strengthen the administration of foreign scientists,such as selecting,letters censorship,identity confirmation,activity scope,and span of the service years.The decrees were so harsh that they restricted international scientific exchange and scientists' enthusiasm. |
