党报发行面临的挑战及其对策分析

当前党报发行不仅受到大量靠行政手段发行的报刊的严重干扰，而且受到因党报结构失控造成的磨合性发行竞争的影响，还出现了一些行业、部门拒订党报的新情况。针对这些问题，一方面要采取严格控制报刊发展规模、对党报党刊治散治滥等行政对策，疏通党报发行空间，彻底根除党报发行中的强摊强派现象；另一方面党政机关也要逐步从对所办报刊的直接管理中逐步退出，消除党报发行中的行政干扰。同时，党报自身也要在观念转换、人才配置、声誉提升、价格定位等方面采取切实措施，迎接党报发行走向市场的挑战。

Challenge that faces the publication of the party organ and analysis of countermeasure

At present the publicatiin of the party organ is seriously affected not only by the distribution of a large amount of newspapers and magazines with adminstrative interference but also by the competition in the distribution of newspapers which resulted from the lack of the structure of the party organ. Besides that some departments and units refuse to subscribe to the party organ. To deal with the situation,we must take measures to control the development of the party organ and normalize the publication of the party organ by checking with administrative measures the abnormal distribution of the party organ,and espeally by preventing the comulsory subsaiptions. At the sametime,the party administrative organigation should gradually withdraw from the direct operation and management of the newspapers and magazines they have been running. The party organ should take effective measures to change its thought,raise its reputation and fix proper price so as to meet the challenge in pushing its publication and distribution to the market.
