提升吐鲁番特色农产品工贸产业的战略思考

特色农产品工贸产业已经发展成为吐鲁番最具影响力的主导产业，受外部环境变化、主体战略目标需求及产业发展障碍的驱动，产业面临进一步升级的要求。本文以系统理论、产业经济学、组织结构理论为指导，在实地调研、专家访谈、文献查阅的基础上，分析了吐鲁番特色农产品工贸产业在升级过程中面临的品牌价值提升、产业集聚效应提高、科技与人才支撑能力培育、产业与主体关系优化四大战略性问题的特征及成因，探讨了建设吐鲁番干鲜果品加工贸易园区是促进特色农产品工贸产业提升的一项重要且可行的战略举措，并从组织与机制创新角度提出解决产业升级战略性问题的整体思路和具体途径。

Strategic Thought About Promoting Tulufan's Typical Farm Produce Processing and Trade

The typical farm produce processing and trade have developed into Tulufan＇s most influential leading industry. Being subjected to the change of outside environment and the drive of the principle strategic goal and the industry development obstacle, the industry is demanded for further upgrading. Under the guidance of system theory, industry economics and organization structure theory, and on the basis of field study, expert interviewing, and literature consulting, this paper has pointed out that Tulufan＇s typical farm produce processing and trade industry in the process of upgrading are faced with four strategic problems, brand value upgrading, industry convergence effect enhancing, science and technology and talents supporting capability cultivating, and industry and principle part relationship optimizing. It also has probed into the issue of building Tulufan dry and fresh fruit processing trade garden, which is an important and feasible strategic measure for upgrading typical farm produce processing and trade. Furthermore, it has put forward the overall thought and concrete approach to solving the strategic problem of industry upgrading.
