农村土地综合整治中的利益相关者分析

通过利益相关者分析认为，在农村土地综合整治中，不合理的利益分配可能导致合作共赢陷入囚徒困境、过度的行政主导可能激发社会矛盾、农民集体组织的虚置及土地制度的缺陷导致农民利益极易受损、短期化倾向将影响我国农村土地综合整治的可持续性。然而，农村土地综合整治过程利益关系错综复杂，达成利益的相对一致较为困难，在实践中潜藏着某些难以预料的风险，但并不能因此否定农村土地综合整治在缓解城乡土地利用供求矛盾、探索让农民分享城市化带来的土地增值收益和促进现代农业增长等方面的重大现实意义。从总体上看，有序推进农村土地综合整治的关键在于建立多种利益主体公平的共同参与机制和合理的利益分配机制，以此实现可持续推进的发展目标。

Analysis of Stakeholders in China＇s Rural Land Comprehensive Consolidation

In the current conditions, the promotions of rural complicated multiple effects, so close attention must be paid to th land comprehensive consolidation are producing e realization of policy objectives and the distribution of interests. Through analysis of stakeholders, the result shows that （1） unreasonable interests distribution may lead win-win cooperation to prisoner＇s dilemma; （2） excessive executive-led is likely to excite social contradic- tions; （3） the absence of farmers＇ collective organization and the defects of land system result in farmers~ interests being easily damaged; （4） short-term tendency will affect the sustainable development of rural land comprehensive consolidation. It concludes that despite the interests relationships in the process of rural land comprehensive consol- idation are intricate, and it＇s difficult to bring their interests into alignment, and even some unexpected risks lurk in practice, but we cannot deny the great practical significance of rural land comprehensive consolidation in easing the contradictions between the supply and demand of urban and rural land use, and in exploring farmers to share land value-added benefits of urbanization, and in promoting modern agriculture growth. In general, the key to promote orderly rural land comprehensive consolidation is to establish a fair participation mechanism and reasonable interests distribution mechanism among various stakeholders.
