| 摘 要： | 近年来,随着农村的大量土地被征用,征地制度与实际操作存在的弊端也日益显现,要解决这问题,一是要加强土地征收制度的立法工作;二是尽快建立被征地农民的社会保障制度体系;三是前置并做实征前公告和实物确认程序;四是土地补偿费使用情况要定期向本集体经济组织成员公布。
