论催生法治社会的社会权力引擎

党的十八届四中全会通过的全面依法治国的决定将法治社会建设提高到与法治国家和法治政府建设一体建设的地位,党的十八届五中全会通过的关于十三五规划的建议中指出要加快建设法治经济和法治社会,把经济社会发展纳入法治轨道,法治社会建设备受关注。法治社会的主旨是社会领域的依法自主治理,法治社会建设主要应由社会权力来推进,社会权力是催生法治社会的主要动力引擎,社会权力的健康成长和机制运行是法治社会建设的内生动力和关键因素。要认真对待中国法治现代化建设就要认真对待法治社会建设,要认真对待法治社会建设就必须认真对待社会权力的引擎作用。

On Power of Society as a Great Motive Force to Build a Rule-by-Law Society

The decision of comprehensively implementing governing the country by rule-by-law from the 4th Plenary Session of 18th CPC Central Committee indicates that building a rule-by-law soci?ety has been promoted to the degree which is equal to building both a rule-by-law country a rule-by-law government. The proposal about the 13th Five-Year Plan from the 5th Plenary Session of 18th CPC Central Committee points out that China will speed up building a law-oriented economy and a rule-by-law society,and bring the improvement of economy and society into legal course. The purport of a rule-by-law society is social self-governance. The power of society is the primary en?gine to improve a rule-by-law society. Development of health and working of mechanism of power of society are motive force and critical element of a rule-by-law society. Building a rule-by-law soci?ety which depends on function of power of society is also the foundation of modernization of rule-by-law.
