我国防止公职人员利益冲突制度的变迁及完善

改革开放三十余年来,中国防止公职人员利益冲突制度的变迁过程可以划分为探索、发展、加速推进三个阶段,呈现出制度建设的科学化水平不断提高、越来越注重制度的执行力、日趋国际化的发展趋势。进一步完善的制度建设应从四个方面入手：对防止公职人员利益冲突进行立法,重构现有制度并使其系统化,建立有效防止公职人员利益冲突的实施机制以提高制度执行力,加大对利益冲突问题的处理力度。

Evolution of the system that prevents conflicts of interest for officials

In the past three decades of opening and reform,the development of China’s system to prevent conflicts of interest for government officials has made progress in three stages: exploratory stage,development stage and accelerating stage.Further progress should be made in four aspects: legislation;to systematize the practice;to improve the implementation of the system;and to improve the handling ability of the conflicts.
