Harmonious Society is an important objective set by the Communist Party of China ,The key to building a Harmonious Society is to establish a Harmonious Society in western part of China. Equity and justice are not only the value of socialist rule by law,but also the important task of building a western harmonious society. The poor economical condition in western area is due to the absence the equity and justice. Building a western harmonious society must treat the equity and justice as the key value and build a mechanism of equal profit.
