| 摘 要： | 我国社会整体上已进入快速发展的黄金期和突发事件的高发期。各种突发事件及其网络舆情所产生的正反两方面的效应与日俱增，同步放大，特别是在种种复杂原因作用下的网络舆情负效应，影响巨大，挑战空前，问题多多。正确认识、科学应对、有效控制和转化利用突发事件网络舆情，必须树立正确理念，提高应对能力，打好扎实基础，建设长效机制，构建应急预案，做到转变观念、主动作为、提高能力、群策群力、未雨绸缪。
