| 摘 要： | 部分环境污染事件的发生,根源在当地政府环保责任不落实。地方各级政府应当依法履行教育引导、规划指向、执法监督、市场服务、信息公开责任,而建立环保问责制则是强化政府环保责任的有效途径。

| Abstract: | Some of environmental pollution incidents have happened because the local government didn't carry out environmental responsibility.Local governments at all levels ought to fulfill the responsibilities such as: directing educating guidance,the plan according to law,supervision over law enforcement,the market serving,making information known to the public.Building-up environmental protection is an effective approach to strengthen the government's responsibility for environmental protection. |
