我国农村土地制度改革问题探讨

中国的问题主要是农民问题,农民问题的实质则是土地问题。中国农村土地制度的改革,应立足于我国的现实国情,从减少改革成本,稳定社会出发,将改革目标分为短期、中期和长期目标。从长期来看,中国现行的土地承包责任制不应作为基础性制度安排凝固化。针对目前农村工业化的新情况,农村土地制度要有根本性的突破,也就是从明确农民对土地的使用权逐步过渡到明确对土地的所有权。

A Study of the Reform of the Land System in the Countryside of China

The key problem in China is related to farmers and its nature is about land.The reform of the land system in the countryside of China should take the actual situation into consideration with short-,middle and long-term goals in order to reduce the reform costs and stabilize the society.In the long run,the existing land-contract responsibility system should not remain unchanged as a basic system.Facing the new situation of industrialization in the countryside,there should be some breakthrough in the existing system,that is,the gradual transfer from the confirmation of the farmer's right to land-use to the ownership of land.
