保税港区发展离岸金融功能研究

自由贸易区（保税港区）与离岸金融市场之间存在共性特征和天然联系。目前我国保税港区建设及其功能开发进入了新阶段,在保税港区发展离岸金融功能成为可能与需要。保税港区是我国发展离岸金融的首选地,发展离岸金融功能也是我国保税港区向自由贸易区发展的必然选择,宁波保税港区具备发展离岸金融功能的条件。文章探讨了宁波保税港区离岸金融市场发展模式、运行模式,并从政府政策、人才资源、财税优惠、交流合作等方面提出了保障措施设想。

Research on the Development of Offshore Financial Functions of Bonded Port Area

With the deepening of China’s opening up,it is necessary to develop the offshore financial functions of the bonded areas.This paper studies the general characteristics and the relationship of free trade zones and offshore financial market.It is proposed in the paper that the development of the offshore financial function is a must if a bonded port area is developing into a free trade zone and that the bonded port area is the priority place to develop the offshore finance.This paper also studies the conditions of the Ningbo Bonded Port Area for development of offshore finance and probes into the development pattern and operation mechanism.Proposals are made on governmental policy,human resources,preferences in taxation,exchanges and cooperation,etc.
