Poverty in Rural Areas of Tibet and Fiscal Policy on Anti-poverty

This article explaines general questions such as the poor definition and poor standard,etc.at first,and compares and analyses on the poor standard that Tibet carried out,and then judges and destribes rural residents'poor state of Tibet.On this basis,the author explaines questions such as rural residents'poor characteristic and poor financial policy instead in Tibet,put forward some personal suggestions on corresponding questions of innovation in policy.
