国际语境下的非物质文化遗产保护与旅游开发

非物质文化遗产与有形遗产一样,是重要的旅游资源,也是实现可持续发展的一种有效途径。《非物质文化遗产保护公约》中多处体现了非物质文化遗产保护、旅游和可持续发展三者的关系。然而,如何平衡非物质文化遗产与旅游开发的矛盾是当今社会的重要命题。在国际视角下,以越南赫蒙族手工技艺为例,介绍了非物质文化遗产与地区旅游开发相结合,以当地遗产传承主体为核心,保护与开发利用相互促进,最终保证非物质文化遗产的可持续发展。

Safeguarding Intangible Heritage and Tourism Development in the International Context

It is widely recognized that intangible cultural heritage is one of potential recourses for tourism development and the means to realize sustainable development.The 2003 Convention for the Safeguarding of the Intangible Heritage has several explicit mentions of the relationship between safeguarding intangible heritage,tourism and sustainable development.Although some valuable models have been developed following the guidelines of the convention,the implementation and operation of these models face several difficulties owing to the fluid,dynamic nature of intangible heritage.Starting with introducing a case study in Sa Pa,North-western Vietnam,this article highlights how local communities participate in the tourism development with their intangible heritage handcraft and analyses how they safeguard their traditional handcraft on the one hand and increase their income on the other hand.
