协商民主的价值分析

推进协商民主的价值主要体现在五个方面:一是促进政治参与。协商民主有助于保障政治参与权利、提升政治参与质量、拓展政治参与空间、增强政治参与效果。二是培育公民社会。协商民主要求承认公民社会的相对独立性,增强公民社会的理性化和自主性品格,确立公民社会的普遍性法律规则,增强政治国家自身的能力和权威。三是维护政治稳定。协商民主在政府与公民之间搭建桥梁,有效化解政府行为与公民意愿的矛盾,积累社会信任、避免社会动荡。四是监督公共权力。协商民主有助于拓展社会监督的广度和深度,构建“社会制约权力”的监督机制。五是提升政治权威。协商民主有助于政治系统构建认同机制,获取政治合法性、提升政治权威。
