保障军工核心能力建设政府职能的实证研究

以政府在军工核心能力建设上的保障职能为对象，通过对国防工业管理部门和军工企事业单位的实地调研，探讨新形势下政府职能的供求状况及具体职能评价。研究结果表明，政府在军工核心能力建设中体现出重投资重管制、轻规划轻服务的特征。为保障军工核心能力建设，政府职能需在投资质量、规划广度、管制方向和服务层次四个方面深化改革。

Empirical Study on the Government's Ensuring Functions of Military Industry Core Capacity-Building

Taking the government’s ensuring functions of military industry core capacity-building as the object,through the empirical research on administrative institutions and enterprises in military industry,the paper focuses on the supply and demand of government’s ensuring functions,and the evaluation of the specific functions.The results show that: the core capacity-building in government functions manifests the characteristic of"more emphasis on investment and supervision functions,less emphasis on planning and service functions".To ensure the core capacity-building in military industry,government should transformits functions in investment quality,planning width,supervision direction and service level.
