创先争优与建设学习型党组织

开展创先争优和学习型党组织建设是党的建设的必然要求,是中央基于对当前复杂形势的清醒认识,创造性地作出的关于党的建设的重大决策。创先争优和学习型党组织建设作为当前加强党的建设的两个重要手段,必须用统一的联系的眼光来看待,绝不能把它们孤立起来片面地对待,必须和党的建设的总体布局、整体要求结合起来,为推进新时期党的建设新的伟大工程打好基础、提供动力。
