条块结对:脱贫攻坚同乡村振兴有效衔接的经验阐释

巩固拓展脱贫攻坚成果,实现脱贫攻坚同乡村振兴的有效衔接,需要总结脱贫攻坚中的实践创新案例。作为中国政治制度中的实践创新典范,条块结对能够整合资源、调整科层流程,从而实现治理目标。采用无结构观察法和深度访谈法,对中部S省Q县的考察发现:在脱贫攻坚过程中,部门与村庄结对形成任务型行动共同体,以项目进村为工作核心,通过定目标、结对子、谈项目、抓落实来完成相应的脱贫任务。在部门进村过程中,条块结对利用资源整合与科层压缩两种机制,通过对项目的合成、借用与转化来回应脱贫任务下的压力考核。在全面推进乡村振兴的过程中,需要继续发挥结对的治理优势,但面对整合与压缩后的基层治理场域,则需要关注因资源与权力过密可能存在的项目持续与治理内卷风险。

Empirical Study of Sector-Village Cooperation in the Effective Link between Poverty Alleviation and Rural Revitalization

To consolidate and expand the achievements of poverty alleviation and realize the effective link between poverty alleviation and rural revitalization,it is necessary to summarize practical and innovative cases in poverty alleviation.As a modelof practical innovation in China s political system,pairing can integrate resources and adjust bureaucratic processes to achieve governance goals.Unstructured observation method and in-depth interview method were adopted to investigate Q County,S Province in central China,and it was found that in the process of poverty alleviation,departments and villages formed a task-oriented action community in pairs.With project entering into villages as the core of work,corresponding poverty alleviation targets were achieved by setting goals,pairing,negotiating projects and grasping implementation.In the process of departments entry into villages,the group pairs respond to the pressure assessment under the poverty alleviation task through the combination,borrowing and transformation of projects by using two mechanisms of resource integration and layer compression.In the process of the comprehensive promotion of rural revitalization,in the face of the integrated and compressed grassroots governance field,we need to pay attention to the possible risks of project continuity and governance involution due to the density of resources and power.
