省域科技创新创业人才队伍建设效率研究

建设创新型国家需要大幅度提高科技创新能力，但当前形势依然严峻。科技创新创业人才队伍建设是创新型国家建设的重要突破口，从省域角度探究全国科技创新创业人才队伍建设效率，是一种有价值的研究视角。通过解析全国省域科技创新创业人才队伍建设效率状况，提出推动科技创新创业人才队伍建设的建议：优化顶层设计，加强政策链引领；发挥市场导向，凸显产业链拉动；夯实平台建设，强化人才链引擎；营造文化氛围，增进创新链实力，进而建设科技创新创业人才队伍建设生态系统。

Research on the Efficiency of Provincial Sci-Tech Innovative Talents Construction

Building an innovation-oriented country has been the overwhelming trend despite current severe challenges. Building a sci-tech innovative and entrepreneurial talent team is an essential breakthrough in building an innovative country. The perspective of the province proves a tentative one to explore the efficiency of national sci-tech innovative and entrepreneurial talent team construction. This paper attempts to analyze the provincial level of the talent construction efficiency and then advices on boosting the talent construction are proposed: to optimize the top design and strengthen policy chain leading, to play the role of the industry chain with the market drive, to enhance the platform construction and talent chain leading, and to create the cultural atmosphere and to increase innovative chains. Thus we are striving for building a biological system of sci-tech innovative and entrepreneurial talents.
