论晚清湖北的水利纠纷

湖北省以其特殊的地理位置和气候条件而使其农田水利问题异常突出,本文从水利纠纷视角入手对晚清时期湖北的农田水利政策及其相关问题进行初步探讨,认为晚清时期湖北水利纠纷不能有效得到解决有其深层次的原因,这直接影响到当时中国的水利工程和水利建设,影响到中国的农业生产,而官督民修这种传统水利兴修工程方式也不是最好的方式。通过对这一问题的考察,发现其中的问题,提出一些关于水利建设方面的建议,这对于当今中国的水利建设或许有启示和帮助。

The Study of Water Dispute of Hubei Province in Late Qing Dynasty

Hubei province's special geographical and climatic conditions make the water dispute exceptionally prominent.Starting from the perspective of this water dispute of Hubei province in the late Qing Dynasty,the paper discussed the irrigation policy and other related issues,and assumed that there were deep-rooted reasons why government couldn't effectively resolve water disputes.This directly affected the water projects and water conservancy construction in China,and it also impacts China's agricultural production.While the methodsadopted by the officials of the construction of water conservancy project were not the best ones.Through the inspection,we find some problems and make some recommendations on water conservancy construction.This may present some inspirations and helps to China's water conservancy.
