美国的分权制衡体现在五个层面上:参议院与众议院的分权制衡、三权分立制衡、联邦政府与州政府的权力制衡、政党间的分权制衡、公民社会与国家权力之间的分权制衡。这五个层次相互作用、相互补充,从而构成了一个立体的政治权力制衡机制。美国的权力制衡机制并非完美,我们应以辩证的观点看待。

The Tridimensional System of Checks and Balances:The Quintet of American Division of Powers

There are 5 aspects in American Checks and Balances, which is also considered as the separation of power. They are: the checks and balances between the Senate and the House of Representatives, the one between the three power branches, the one between the federal government and the state units, the one between the parties as well as the one between the civil society and the central power. The five work their effect on and support each other, hence framing the solid American political system of checks and balance. The system yet is not at all perfect, and we should treat it with a dialectical view.
