| 摘 要： | 文章指出公民道德人格养成具有一定的规律性 ,要培养和完善公民道德人格 ,必须坚持不懈地进行公民道德教育 ,提高公民道德修养 ,这既要靠领导者的高度重视和组织实施 ,也要靠每个公民的共同努力。
