GPR绩效评估的指标体系及模糊综合评判方法研究

摘    要:论文论述了政府流程再造(GPR)绩效评估的重要性,根据政府流程再造的目标,从公众、政府、工作流程和电子政务四个维度,提出了一套适合政府流程再造(GPR)绩效评估的指标体系,设计了定性和定量数据的两种处理方法。最后,阐述了平衡记分卡结合模糊综合评判的绩效评估方法,并应用实例对评估方法进行了验证和说明。

Abstract:The concept,objective and importance of performance evaluation of government process reengineering(GPR) was introduced,and a set of index system fit for performance evaluation of government process reengineering was put forward in four dimensions,which were the public,government,workflow and electronic government.Two kinds of approaches for qualitative and quantitative data’s processing were designed.The method of balanced score card(BSC) combined with fuzzy synthesizes evaluation(FSE) for performance evaluation was also discussed with an application case given to illustrate it in the end.
