蓝色经济发展融资策略研究

蓝色经济要实现持续、稳定、快速的发展离不开资金的支持,但目前资金短缺是蓝色经济发展不可回避的现实问题之一,主要表现为涉海中小企业融资难、资本市场发育程度低、资金分布不平衡、技术与资本密集型海洋产业和新兴海洋产业的融资问题突出等。在蓝色经济发展过程中,应当结合相关产业和领域的不同特点,选择适合的融资形式组合,充分发挥财政投入融资、银行融资、非银行金融机构融资、股份融资、债券融资、投资基金融资、项目融资、对外融资等融资模式的重要作用,为蓝色经济的健康发展奠定丰厚的资金保障,推进区域经济乃至全国经济的持续繁荣。

Financing Strategies in the Blue Economy

To realize the continous,stable and rapid development of blue economy,the capital support is absolutely necessary.However,shortage of funds is still one of the realistic problems in the process of blue economy development.To a large extent,the size,speed,efficiency and quality of the blue economy development depends on thought,ability,mode and strategy of financing.By analyzing the financing characteristics of blue economy,this paper discusses the financing strategies and patterns of blue economy so as to provide useful advice for the related decision-making departments.
