| 摘 要： | 国家对新农保财政政策留给地方财政较大的灵活性,根据现行辽宁新农保财政政策进行地方财政补贴金额测算和地方财政补贴负担测算与分析,提出辽宁新农保财政政策应该加大省级财政的补助力度,提高基础养老金待遇、根据所辖市县经济发展状况确定不同的基础养老金分担比例和省级财政积极参与缴费环节的补助等财政政策建议。

| Abstract: | Much flexibility is allowed for local finance in national new agricultural insurance policy.Based on the current Liaoning new agricultural fiscal policies,calculation and analysis were made of local financial subsidies amount and local finance allowance burden.Suggestions were made that Liaoning new agricultural fiscal policies should put more effort on the provincial fiscal subsidy and improve the basic pension benefits,government should determine different basic pension proportion to be shared,and provincial finance departments should take part in paying grants for contributions according to economic development situation of cities and counties in Liaoning. |
