试论机关文件的分类要素

一个特定的机关,都有它的职能。为了实现机关的职能就得采取一系列的行动,于是文件由此应运而生,这就构成了机关文件分类的“职能”和“活动”两个要素。对于每一职能活动形成的文件集合而言,其所反映的对象范围和单份文件所记述的内容特征便构成了机关文件分类的第三个要素即“主题”要素。本文试图通过剖析“三要素”,探讨建立一种更为科学实用的机关文件分类方法。

Essentials for Classification of Government Documents

A specific government office has its own functions. In order to realize these functions, a series of actions are to be taken. Hence the government documents. Consequently, there come two essentials for the classification of government documents, namely, "functions" and "activities". For every functional activity a collection of documents is formed. The coverage of this collection and the content of each document thereof constitute the third essential of government documents—— "themes" or "subjects". In this article, an analysis is made of these three essentials in an attempt to es- tablish a more scientific and more practical method for classifying government documents.
