青海城镇反贫困的制约因素及对策

贫困是制约青海经济社会发展的主要因素。要解决青海城镇贫困所面临的诸多现实问题,就必须立足青海省情,把促进经济增长与扩大就业并重,进一步完善社会保障体系,建立新的城市扶贫机制,提高贫困劳动者的整体素质,积极开展创业知识和创业技能的培训,充分发挥党委及政府在城镇反贫困中的作用。

ON the Restricting Factors and Countermeasures of Anti-poverty

To solving many practical problems of urban poverty of Qinghai,since poverty is restricting factors to the economy and society development,we must promote the economy increasing,enlarge the employment scale,perfect social security system,by the means of establishing the meachanism of urban aiding poor and carrying out the training of founding an enterprise and job,in order to imporve the quality of labor force through making use of the community,the Party and governmental offices' functions basing provincial situation of Qinghai.
