我国水污染与环境正义研究

分析《全国环境统计公报》的相关数据和典型水污染事件，研究发现，我国水污染引发的社会不公主要表现为：①上游企业、居民等排污，下游地区居民、政府等承担水污染的后果；②城市将河流当作排污通道导致农村环境致病社区化；③严重的水污染导致水资源与环境代际分配不公。治理环境不公，走向环境正义需要经济高效、社会公正、环境友好的科学发展观，需要鼓励地方政府的政策创新和公民的有效参与。
