厘清政府主导我国收入分配结构调整的职能边界

改革开放以来，在收入分配利益激励机制的作用下，中国居民收入总量和收入分配结构发生了巨大变化。伴随城乡居民收入规模显著提高，居民收入差距扩大的矛盾也日益突出。然而，缩小居民收入差距，较之于市场作用而言，政府作用更具有优势。因此，明确政府职能，充分发挥政府在宏观调控、中观调整、微观规制、收入支付四个不同层面的主导作用，有利于促进我国“橄榄型”分配结构的最终形成。

Reorganizing the Functional Boundary of Income Distribution Adjustment Which is Lead by Chinese Government

Since the reform and opening - up, the total income and structure of income distribution ot Chlnese resident changed dramatically under the effect of income distribution interest encouragement mechanism. The income of urban and rural residents increase visibly accompany the increasingly prominent contradiction which caused by income disparities. However, the government has more advantages to narrow the gap than the market effect. Therefore ,we should make governmental functions clear, give full play to the mastery reaction of government in macro- control,middle- control, micro- control and income payments. In this way, it is beneficial to promote the final formation of ＂Olive type＂ distribution pattern in China.
