加快黑龙江省文化产业发展的思考

在经济文化化、文化经济化、经济与文化一体化的世界经济发展新的态势下,加快文化产业发展,是提高文化国力的重要组成部分。黑龙江省在文化资源、生态资源和人才资源上,具有文化产业发展得天独厚的优势,但起步晚、起点低、规模小,尤其是在理论上、观念上、体制上还存在着一定的障碍,总体上处于探索培育的发展阶段。鉴于此,应以节日文化为载体、以特色文化为依据、以舞台艺术为主导、以报业为龙头,积极开发经贸、旅游、娱乐和传媒文化产业。具体对策为:以深化文化体制改革为契机,加快创新步伐,构建新的产业格局和市场格局;完善并落实政策,营造有利于文化产业发展的社会环境;加快文化企业的战略重组,构建大型综合性文化企业集团;拓展投资融资渠道,调整并优化所有制结构;造就专业化、国际化、现代化的文化企业家队伍;把文化资源转化为文化产品,迅速打造有影响力的文化品牌。

Under the new trend of world economy featuring culture-oriented economy,intensively-commercial culture and integration of economy and culture,speeding up the progress of cultural industry is a vital part of national strength on culture.In this aspect,Heilongjiang has incomparable advantage in culture,ecology and human resources.However,it is still in a stage of development,due to its obstacles in theory,concept and mechanism.In view of this situation,the overall plan should be to take holiday culture as platform,special culture as a highlight,stage arts as guideline,and newspaper industry as leading power,so as to develop business and economy,tourism,entertainment and media industry.And the measures cover deepening reforms of cultural system and quickening the step of innovation to form a new pattern in industries and market;improving and implementing policies to build a good social environment favorable to development of cultural industry;propelling the reconstruction of cultural enterprises to establish large comprehensive cultural enterprise groups;extending the channel of raising funds and investment to optimize pattern of ownership;training a enterpriser group with professional quality,international background and modern awareness;transforming cultural resources into cultural products to forge a powerful cultural brand.
