| 摘 要： | 解决目前洛阳市农村剩余劳动力转移中出现的问题,应该以保护进城务工农民合法权益为重点,健全城乡统一、平等就业的劳动力市场;搞好城市和小城镇建设,提高城镇化水平;加快县域经济和民营企业发展,拓宽农村剩余劳动力的就业渠道;进一步挖掘农业内部就业潜力;开发旅游产业,创造劳动力就业岗位。

| Abstract: | Combined with the present conditions:large in population,pessimistic situation in the employment,undeveloped system circumstance,low quality making them can not acquire stable positions in the city and so on,the author analyzed the problem of transferring rural surplus labors by starting from redefining rural surplus labors,then listed some advice to promote the rapid development of surplus labors in Luoyang,such as protecting the right of rural labors as the emphasis,perfecting the labor marketing,speeding the small town construction exaltation town turns level and so on. |
