简论我国公用事业产权管制体制改革

产权被锁定在一个固定的归属关系中并不意味着产权的交易必然被锁定在一个固定的效率水平上。真正的竞争性的公用事业市场应当是国有(或公有)和私有经济成分都有机会参与的市场而不是某一经济成分完全垄断的市场。在我国公用事业管制法律制度改革的过程中,决不能将产权的形式归属作为产权体制改革或管制的首要目标,只能将产权的竞争性交易作为产权权利实现和对产权进行合理管制的核心。

On the Ownership Reform of China's Public Utilities

A fixed ownership structure of properties does not mean a fixed efficiency level of transactions of properties. We should establish a competitive public utility market which all economic elements have same opportunities to participate in through competitions rather a market which is occupied by one element through monopoly. In the process of China's public utility regulatory reform, we should target at competitive transactions of property rights rather than at property ownership forms.
