义务教育的融合产品属性

融合产品集私人产品要素和公共产品要素于一体。义务教育是一种重要的融合产品,就制度而言,它具有公共产品要素,而就义务教育阶段的教育而言,又具有私人产品要素。由政府承担"最低限度"的投入,属于义务教育制度安排,这将从源头上保证义务教育起码的平等,较充分地体现了义务教育的公共产品属性。超出"最低限度"的部分,可以看做私人产品,由家庭承担,这部分便可以用货币为选票方式,按市场机制运作,这是家庭本应承担责任的回归。

The Characteristic of the Compulsory Education

Fused goods are composed of private good and public goods. The compulsory education is one of fused goods. As for as the system is conarned, it is one of public goods. As the compulsory education in one's long life, it is also one of private good. The Government pays 'the basic standard' for the compulsory education as the system. Above'the basic standard' for the compulsory education, it will be paid by the families as it can be looked as private good.
