The Regional Difference between Public Goods and Government Function

The "publicity" of public goods has been represented as the "non-competitiveness" and "non-exclusiveness" of consumption. This kind of publicity has certain scope, and is opposite to the level of individual income. Regions with different individual income levels have certain discrepancy on the demand of public goods. However, the present supply of public goods in different level governments of our country is not correspondent with the demand of various regions. The supply of public goods in underdeveloped regions is suffering from serious scarcity.
