我国公办高校治理结构的探讨

随着教育改革的不断深入,高校已逐渐成为自主办学的法人实体,政府与高校管理者之间形成委托代理关系,存在着多种治理结构方面的问题。构建科学的高校法人治理结构,规范委托代理各方之间的关系,是十分必要的。要进一步明晰高校的产权;理顺政府与高校的关系,落实高校办学自主权;建立高校内部的有效运行机制。

On Governance Structure in Public Universities in China

As the educational reform has gone further and further on its way, universities have gradually become legal units which run their education independently. A trust-and-clientage relationship has formed between the government and university administrators, while problems on governance structure still exist. The construction of legal governance structure and standardization of the trust-and-clientage relationship are the major problems which require an urgent solution. Primarily, the ownership of universities must be fortified. Secondly, the focus of administration should be lower, and the independence of university education should be fulfilled. Besides, it is necessary to create boards of trustees so that the problem on the connections between the government and university administrators can be solved.
