随着中国崛起,如何立足过去的历史和传统、面向世界和未来,构建具有外交理念基础性、世界观系统性以及长期稳定性的、新型的中国外交哲学,是我们必须思考的问题。本文以中国崛起作为构建中国外交哲学的基本背景,阐明了中国崛起的事实依据、中国过去的外交哲学观念的主要特点以及崛起对于构建中国新型外交哲学的意义;然后论述了对外交哲学概念的认知并界定了外交哲学的基本概念,认为外交哲学事实上是一个国家的国家哲学观念和世界观念在外交领域中的反映。文章着重阐述了“超越西方”是构建中国外交哲学必然要求的观点,以及较为系统地提出了立足传统文化资源以构建中国外交哲学的基本内容构想。

Constructing China's Diplomatic Philosophy against the Background of the Rising of China

With the rising of China, it is high time to consider the construction of a new diplomatic philosophy, taking into account of China's history and tradition and adopting a global perspective and an appreach towards the future. The new philosophy should be fundamental in diplomatic concept, systematic in world outlook and stable in terms of time span. The article stresses that “going beyond Western thining” is the requirement for constructing the new philosophy and sets forth systematically a structural framework for the new philosophy on the basis of traditional Chinese culture.
