中国政府机构改革的文化调整路径初探

政府机构的膨胀与低效已成为社会的重负并扭曲了这个社会的结构与运行模式。我们力求理解机构改革为什么总在恶性循环中辗转反复 ,我们在文化中找到了答案 ,即文化影响政府机构改革。因此 ,应当针对阻碍政府机构良性运行与发展的文化因素 ,就“能做什么促使其改变”的问题全面地给出关于中国政府机构改革的行之有效的行政文化调整思路。

A Preliminary Study on Cultural Adjustment in the Chinese Governmental Organs Reform

The expansion and low efficiency of the government is a burden upon society and has distorted its modes of structure and operation.My research tries to disclose why the reform of governmental organs has been in the malign cycle and hard to be released.My answer lies in the culture.This paper probes the mechanism of how culture affects the reform of the governmental organs.It further investigates the possibilities of what culture can do to promote the benign operation and development of the governmental organs.
