完善西部社会保障体系的对策探讨

西部现行社会保障制度尚不健全，整体水平低，管理不规范，立法滞后，与全面建设小康社会的发展要求不相适应。应把建立城乡居民最低生活保障线与培育资本市场联系起来进行总体设计，以完善社保制度，推动社保社会化和市场化，构建社会统筹与个人账户的新型关系，改变社保经费的筹资模式，个人账户资金由民间运营，重视经营社会保障基金，千方百计支持社保基金保值增值，坚持农村与城市协调推进，依法推进社保事业的发展，为西部推进城市化进程奠定基础。

Strategies for Improving the Social Security System in China's Western Region

The social security system prevailing in China's western region has not yet been perfect with a generally low level of popularization,unstandard management system,and retarded progress in law-making.This situation does not conform to the requirement of building a well-off society in an all-round way.In order to make further improvements,the establishment of the system of guaranteeing a minimum subsistence level for needy urban and rural residents should be done in connection with the cultivation of cipital market so as to promote the establishment of a market-oriented social security system.A new relationship between socially pooled funds and personal accounts should be established by improving the fund-raising models so that the funds of personal accounts may be run by non-governmental agencies.Much attention should be paid to the management of social security funds and every effort should be made to maintain and add the value of social security funds.The establishment of social security system in urban and rural areas should be progressed coordinatively and legally so as to lay a foundation for the urbanization drive in China's western region.
