都市农业与城市化进程研究

农业增长缓慢,农村发展滞后,农民收入低下,已成为当前制约国民经济发展的重要因素。而计划经济年代残留下来的城乡差别和城乡的偏向、财政偏向的体制则是酿成新时期“三农”问题的根源。都市农业是突破“三农”问题的有效途径,近几年已在一些发达地区蓬勃兴起。本文针对我国出现的“三农”问题,分析了都市农业的重要性和基本概念,探讨了都市农业的基本特征,总结了都市农业在杨凌农业高新技术产业示范区的发展作用,研究了以杨凌示范区为代表的都市农业发展模式,并从可持续发展和全面建设小康社会入手,借鉴国内外都市农业的先进经验,提出了都市农业的可持续发展对策。

Research on Urban Agriculture and Urbanization Process

Agriculture's increase is slow, countrvside' s development is lag, the peasant's income is few. These have been the important factors of limiting national economic development. The system of the differences between city and countryside as well as finance' s deviation which remained by planned economy era, is the origin of "three agriculture" problem occurred in new era. Urban agriculture is the effective way of breaking through "three agriculture" problem. In resent years, it lias been springing up in some developed areas. Aiming at the "tllree agrieul-ture" problem appeared in our country, this paper analvzes the importance and basie concept of urban agriculture, discusses the basie characteris-tics of urban agriculture, summarizs the role of urban agriculture in the development of Yangling agricultural high technology and production model area and studies the urban agriculture's development modei in tliat area . On the basis of sustainable development and constructing well-off soci-ety, using advanced experiences of urban agriculture in China and foreign countries, this paper puts forward the sustainable development counter-measures of urban agriculture.
