政策性农业保险面临困境及对策探析

2007年以来，中央对农业保险的高度关注和强力支持，使我国农险试点工作取得了长足发展。但政策性农险商业化运营仍面临诸多困境：农业保险的高赔付与商业运营的趋利性之间存在矛盾，农业保险的协同性与政府部门“缺位”之间存在矛盾，农业保险的低补偿性与农业产业高风险性之间存在矛盾。推进政策性农业保险发展需要先试点后推广，量力而行、循序渐进，建立可持续发展机制，建立应对巨灾损失的风险分散体系。
